A Warrington man was jailed on a felony charge after authorities said he failed to comply with Pennsylvania’s Megan’s Law registration requirements by not reporting a vehicle he owned and operated.
Nicholas James Kelly, 22, of the 100 block of Muirfield Lane, was charged April 15 by Warrington Police with a felony charge of failure to comply with registration requirements, according to court records.
According to the affidavit, Warrington Township Police were notified March 16, 2026 by Bucks County Adult Probation that Kelly, identified as a Tier 1 Megan’s Law offender, was in violation of his registration obligations.
Under state law, offenders are required to register with Pennsylvania State Police and provide detailed information, including residence, employment and any vehicles they own or operate.
Investigators said Kelly had completed registration paperwork in May 2025 and again in February 2026, both of which outlined the requirement to disclose vehicle information and were signed acknowledging his understanding under penalty of law.
Despite that, probation officials reported that Kelly had indicated ownership of a vehicle that was not listed in his registration records, police said.
Police said Kelly had driven a 2006 Volvo XC9 to a probation meeting and that the same vehicle was later observed at his residence.
Authorities determined the vehicle had not been reported as required under Megan’s Law, according to the affidavit.
According to PA Megan's Law records, Kelly was arrested in 2022 and convicted in 2025 of possession of child pornography. During the investigation, authorities found more than 40 videos on Kelly's iPhone and records of online chats where Kelly exchanged more than 4,000 child sexual abuse materials over a two-month span.
Kelly was jailed on 10% of $15,000 cash bail and remanded to Bucks County Correctional Facility. A preliminary hearing is scheduled for April 27 before Magisterial District Judge Stacy Wertman.
