Man accused of uploading child sexual abuse materials to Google Photos, detectives say

Investigators said Google sent 8 Cypertips to the National Center for Missing & Exploited Children over Warrington man's alleged behavior

A Warrington Township man has been charged with two felony counts of sexual abuse of children after investigators were tipped off by eight Cybertips regarding his alleged sharing of child sexual abuse materials online.

Oscar Garcia aka Juan Osorio, 42, of the 3400 block of County Line Road, is also charged with a felony count of criminal use of a communications device in connection with the December 2025 incident.

Garcia told police he is not a documented U.S. citizen, according to the affidavit. He is currently jailed on 10% of $250,000 cash bail, reduced by court order from 10% of $1 million cash bail, according to court documents.

According to an affidavit, the Bucks County District Attorney’s Office was sent 8 Cypertips submitted to the National Center for Missing & Exploited Children (NCMEC) by Google between Oct. 23 and Nov. 1, 2025. Google reported that a user uploaded CSAM into a Google Photos account on Oct. 23, per the complaint.

The CSAM consisted of 16 unique video files depicting prepubescent females and adult males, investigators said. Multiple IP addresses were used to access and use the Google account, all owned by Verizon. After a subpoena, Verizon turned over ownership of the IP addresses as Garcia’s home address, according to the complaint. The Google account led to a phone number, which detectives traced to Garcia at an Abington address, police said.

Google also reported all details of the user’s account, including data on his phone and computer models and devices, and data on YouTube, Android, Google Calendar, location history, Google Pay, Google Photos, music and even backups, detectives said.

Detectives uncovered an incident in Warwick Township on Nov. 15, 2025, involving a parked vehicle, allegedly belonging to “Juan Osorio,” that was hit in the parking lot Osorio’s employer. Osorio, police said, gave a phone number and address to police that responded to investigate the crash.

The parked car involved was registered to Osorio, at the County Line Road address, police said – a green 2007 Nissan Altima with Pennsylvania plates. Investigators also pinged Garcia/Osorio’s phone, which showed up in the daytime hours in an area consistent with his workplace in Warwick Township, per the affidavit. During overnight hours, the phone was pinged to an area near Garcia’s home, police said.

On Dec. 19, detectives visited Garcia at his workplace, where he identified himself as such and allegedly denied being Osorio.

He allegedly confirmed his phone as a Samsung and it was seized by detectives. The phone, investigators said, was in his car, which also had numerous identification cards in the name of “Juan Osorio.”

Investigators then found CSAM videos on Garcia’s phone, per the complaint. A preliminary hearing is set for Monday before Magisterial District Judge Stacy Wertman.
