Telford Borough Council approves house number ordinance

Also, council mulling options for 2026 budget, including enacting a 3.2% property tax increase to move $50,000 into the capital fund for future projects

The Telford Borough Council Monday, September 8 approved an ordinance to regulate the display of house numbers.

The ordinance requires all house and building numbers to be clearly visible from the public roadway. It comes as emergency personnel have struggled to locate certain addresses in the borough, said council.

Under the ordinance, all numbers must be at least four inches in height and composed of paint or enamel, metal, durable plastics of other material capable of withstanding exterior conditions. In addition, the color of the number must contrast its immediate background.

During council’s discussion, council member Bob Jacobus raised concerns about a provision requiring tenants to post the house number if the building owners fail to comply with the ordinance, describing it as a worrisome legal precedent.

In response, borough solicitor Catherine Harper assured Jacobus that the provision is legal and customary, stating that tenants are required to do “other things.”

“And it doesn’t hurt to have anybody who might need those services knowing they need to have a number outside,” said Harper.

Home and building owners have a year-long grace period to comply with the new rules.

2026 budget preview

In his preview of the 2026 budget, borough manager Bryan Poster presented two options: enact a 3.2% property tax increase to move $50,000 into the capital fund for future projects or maintain the current property tax rate and generate no additional money for the capital fund.      

Poster argued that the borough should start planning for future projects “at some point,” necessitating additional money for the capital fund. Council members did not comment on the budget preview.

Upcoming events

Council highlighted some upcoming events, including the Indian Valley Public Library Red Cross Blood Drive on September 19 from 10:30 a.m. to 3:30 p.m., Oktoberfest at Stover Park on October 18 from 12 to 4 p.m. and a Holiday Market at Penn Valley Church on November 22 from 11 a.m. to 3 p.m.
