East Rockhill Supervisors approve Stone Edge Road bridge study

The board also held a conditional use hearing for a children’s day camp at the “Like a Mustard Seed” farm

The East Rockhill Board of Supervisors recently approved a $60,000 study for a new bridge on Stone Edge Road to mitigate flooding.

The bridge has been proposed to replace the road’s culvert, which has repeatedly flooded during heavy rainfall. The board has requested a bridge that can withstand a 25-year storm, or a storm that has 2.5% probability of occurring.

At the board’s most recent meeting, township engineer Steve Baluh announced that Traffic Planning and Design (TPD) has proposed a study for a bridge with a 25-year storm design. TPD will propose a few different options, such as an arch bridge and a truss bridge, that suit the area’s topography, said Baluh.

In the event that a 25-year storm design is deemed unfeasible, TPD will strive to verge upon 25-years rather than resorting to the standard 10-year storm design, Baluh added.

Board chairman Dave Nyman expressed some hesitation about the study, arguing that the township ultimately cannot afford to build a new bridge. He instead suggested raising the railroad bridge by six feet.

“There may be close to enough money to raise the bridge six feet, to match the height of three mile run road,” said Nyman. “We can’t afford to build [a bridge].”

Baluh replied that raising the railroad bridge would still require a study to verify that stormwater will not run off the property.

After some discussion, the board approved the study.

Children’s day camp

The board held a conditional use hearing for a children’s day camp at the “Like a Mustard Seed” farm. Located at 1200 Butler Lane, the proposed camp would be a 26-week farming instruction program for pre-school and elementary children. The camp will run for two-and-a-half hours 2-3 days per week.

The Planning Commission recommended approval, conditioned upon the prohibition of poultry or livestock sales or processing, installation of an ADA-compliant restroom and adequate parking and a 30-student cap.

During the hearing, board members expressed support for conditional approval. A draft adjudication will be on the next meeting’s agenda.

The board also authorized the advertisement of a Warrantless Arrest ordinance to allow custodial arrests for certain summary offenses and authorized the drafting of an ordinance to regulate data centers.
