A man with no fixed address from Puerto Rico, who goes by an alias, has been charged in Bucks County after park police said he broke into a vehicle at Peace Valley Park and used stolen credit cards to purchase more than $3,100 in Visa gift cards at a nearby shopping center.
Ramon L. Rosario aka Alberto Rivera, 40, who had an address listed on one complaint of Patterson, NJ, was charged by Bucks County Park Police Nov. 16 with felony counts of receiving stolen property, identity theft, and access device fraud, and misdemeanor theft from a motor vehicle, according to a criminal complaint filed in district court.
Authorities allege Rosario committed the same M.O. at the Souderton Borough Pool in Montgomery County, and was charged in this case while sitting in Bucks County jail.
Police said the victim parked at Peace Valley Park on the 700 block of New Galena Road in New Britain Township late morning on Oct. 24, 2025, and returned to find her driver-side door unlocked and ajar. Her credit cards and cash were missing, according to investigators. Another Honda parked nearby was also damaged, with its door-lock housing broken.
Within roughly 40 minutes, the victim’s cards were used at the Staples store at 166 S. Main Street in Doylestown for two transactions totaling $3,180.36, the complaint stated. Surveillance footage showed a man in a blue sweatshirt and black baseball hat purchasing Visa gift cards before leaving the store and entering a gray Kia Sorento. Police later located discarded packaging and receipts from those transactions in a trash can outside the shopping center.
Surveillance links suspect to vehicle
According to the affidavit, traffic cameras captured the same Kia Sorento traveling toward Peace Valley Park before the theft and leaving the area shortly after the fraudulent transactions. Rangers with the Department of Conservation and Natural Resources also reported similar thefts targeting Honda and Acura vehicles in state parks across Pennsylvania and New Jersey. Footage from one such incident showed the same Kia crossing the Washington Crossing bridge minutes after another reported theft.
The vehicle — bearing Pennsylvania registration — was registered to a Philadelphia business. Police said the suspect on the Staples footage was identified as Rosario, who investigators learned was already wanted in other states for theft-related crimes.
On Nov. 7, Solebury Township Police stopped the Kia, and officers identified the driver as Rosario. Police said he initially provided a false name.
Inside the vehicle, officers observed gloves, a claw hammer, binoculars, knives and other tools believed capable of breaking vehicle locking mechanisms. Three baseball caps and a gray hoodie — consistent with apparel seen in surveillance videos — were also seized.
A subsequent search warrant recovered additional tools, clothing and items believed connected to similar incidents in other jurisdictions. DNA swabs were collected from multiple items, police said.
According to court documents, Rosario was jailed Nov. 8 on 10% of $200,000 cash bail from an identity theft and access device fraud case in Plumstead Township in July. He is awaiting arraignment in Bucks County Common Pleas Court next month on two felony counts each of identity theft and access device fraud, and one felony count of receiving stolen property. Charges were waived at a preliminary hearing last week.
Charges by Bucks County Park Police were filed Nov. 16, according to court records. Bail in the most recent Peace Valley Park case was set at $100,000 cash bail, according to court records. Rosario has a preliminary hearing Dec. 2 before Magisterial District Judge Regina Armitage in the most recent case.
