A Buckingham Township contractor who was accused by authorities in a Montgomery County borough of taking a $15,630 advance payment from a client in Montgomery County and never completing home improvement services had both felony charges lodged against him dismissed at a recent preliminary hearing.
Souderton Police initially charged Anthony D. DiSalvi, 45, of the 4600 block of Sands Way, in April 2025 with felony counts of receiving advance payment for services and failing to perform and theft by deception, and summary disorderly conduct, per an affidavit filed with Montgomery County courts.
At the Oct. 31 hearing, the summary charge was moved to non-traffic court, according to court records.
A Souderton Borough resident reported to police that DiSalvi was paid to do home improvements and upgrades to his home on the 200 block of West Chestnut Street, per the complaint. Police accused DiSalvi of completing a few small jobs on a list of agreed-upon work, which was left either shoddy or incomplete.
All in all, the victim paid DiSalvi $16,880 between February and July 2022, but about $1,250 worth of work was completed, police alleged.
The victim had been in contact with DiSalvi over several months via text, and police accused DiSalvi of making excuses until the point where the victim believed that the work was never going to be completed.
According to the affidavit, the victim asked DiSalvi via text when the jobs will be completed, when he is going to come back, and when the projects will be fixed. Police alleged communication got worse in November 2023 after the victim asked DiSalvi to return his money for the incomplete work, and police said he never did.
DiSalvi was represented by Bensalem attorney Paul Lang.
