Woman accused of hitting officer in groin upon being released to a sober family member, police say

A Bucks County woman is accused of assaulting a Central Bucks Regional Police Officer by hitting him in the groin after she was taken into custody for refusing to leave a Doylestown Borough bar last month.

Carina Elise Rozycki, 25, of the 500 block of Tori Court, New Hope Borough, is charged with aggravated assault, two misdemeanor counts of terroristic threats, and misdemeanor charges of disorderly conduct and resisting arrest, after she refused to leave the premises of Maxwell’s on Main (MOMs) at 37 N. Main St. on Feb. 21, according to charging documents.

At 12:58 a.m. Feb. 22, an employee at MOMs approached officers and told them an unruly female patron, identified as Rozycki, was kicked out of the bar, but not leaving, police said.

Officers approached the bar and restaurant and allegedly saw Rozycki banging on the front door and yelling at the staff within, police said. They attempted to move her away from the business, but she did not listen and was escorted under the arms to a nearby bench, according to the complaint.

Rozycki gave police her ID and an officer tried to get a friend of Rozycki’s to take care of her, but the friend only provided police with the name “Delaney,” per the affidavit.

Rozycki allegedly continued to disobey orders and attempted to walk away to go back into the bar. After some time of attempting to get a friend, Rozycki continued to walk away and she was arrested for public drunkenness, police said.

While attempting to place Rozycki into custody, she allegedly became resistive and police struggled to handcuff her, according to the criminal complaint. Police allege Rozycki pulled her arms away and tucked them into the center of her body, and flailed her body around.

Once in custody, Rozycki allegedly refused to get into the patrol car, sitting on the door jamb and using her legs against the car to prevent herself from getting into the vehicle, police said.

She put each leg up on either side of the door frame to prevent from being placed inside, police said. An officer went to the other side of the vehicle to control Rozycki’s legs and pull her through the door into the car, per the affidavit.

During transport, Rozycki continued screaming obscenities and threatened to fight a female officer, police allege. At the station, she allegedly continued to resist commands and was escorted to a cell.

Once in the cell, Rozycki kept banging on the door and screeching, police said. She also allegedly ripped up toilet paper and stuffed it down the jail toilet, causing a clog.

Eventually, police had to put Rozycki in a restraint chair, where she continued to be combative, authorities allege.

At 1:55 a.m., Rozycki was removed from the restraint chair and all restraints, in order to be released to a sober party, police said.

At the time, Rozycki seemed complaint and was starting to exit the processing room at police headquarters. Suddenly, in the foyer of the room, she allegedly hit an officer in his groin, who was standing next to her.

According to court records, a family member posted 10% of $200,000 cash bail on Feb. 22. A preliminary hearing is scheduled before Magisterial District Judge Mark D. Douple on March 24 at 3:30 p.m.
