A Warrington Township man named by authorities as a major Bucks County narcotics supplier has been charged with dealing methamphetamine and GHB to confidential informants during two controlled buys by police in November and January.
David Jason Higby, 43, of the 1000 block of Peach Tree Lane, was charged Feb. 13 by Warrington Police with felony criminal use of a communications device and two felony count of possession with intent to deliver a controlled substance, according to charging documents. Higby is also charged with misdemeanor possession of a controlled substance and possession of drug paraphernalia.
In May 2024, Warrington authorities received information from several Bucks County police agencies regarding a narcotics supplier in the township, identified as Higby, police said. Police allege Higby would sell or offer to sell meth, GHB and Butanediol (BDO) in various quantities at his residence. He would allegedly coordinate transactions via social media accounts and cell phone.
In November 2024, Warrington Police narcotics unit and Bucks County investigators met with a CI, who successfully coordinated the purchase of two eight-balls of meth for $150 and $150 worth of GHB for $300, police said.
The CI met with Higby in the driveway where Higby allegedly handed over a silver designer bag containing 6.94 grams of meth, police said. Higby also allegedly gave the CI a plastic bottle with a clear substance, which ended up being tested and resulted as positive for 120.96 grams of BDO. Police said BDO is a precursor to GHB and is abused by ingesting a higher dose to achieve similar effects as GHB.
On Feb. 10, 2025, Bucks County detectives, Warrington investigators and Bucks County investigators conducted another controlled purchase, police said. The CI coordinated the purchase of an ounce of meth for $380 at Higby’s home, per the complaint. The CI allegedly met with Higby in his driveway, where he handed over a silver and black baggie with a chunky crystal substance consistent with the appearance of meth for $380.
Higby remains at Bucks County jail on 10% of $250,000 cash bail. A preliminary hearing is set for March 10 at 9 a.m. before Magisterial District Judge Stacy Wertman.
