The Telford Borough Council Monday Nov. 11 approved the advertisement of the 2025 general fund budget with a 5% property tax hike.
The budget projects a total revenue of $3,064,800 and total expenditures of $2,974,800, yielding a surplus of $90,000. The budget includes a property tax increase of 0.34 mills or 5%. The increase will amount to an extra $136 per year for the average property owner with an assessed home value of $400,000.
The borough plans to utilize the surplus to replenish its capital reserve fund, which is expected to have $290,000 as of December 31. The 2025 budget allocates $285,000 in capital expenditures for the replacement of the community building and a number of park improvements, including upgrades to basketball courts and handicap ramps, sidewalk repairs and LED lighting.
The final budget will be adopted at council’s December meeting.
Recycling ordinance
Council approved a new municipal waste collection and recycling ordinance. The ordinance follows an updated intermunicipal agreement by the Northern Montgomery County Recycling Commission (NMCRC), which coordinates and promotes recycling activities among its 11 member communities.
Council’s approval is conditioned upon NMCRC’s acceptance of the borough receiving superseding jurisdiction for recycling violations versus concurrent jurisdiction with NMCRC.
Borough events
Council member John Taylor previewed some upcoming borough events, including the Telford Holiday Market on November 23 from 11 a.m. to 3 p.m. at Penn Valley Church and the tree lighting on December 13 at 6 p.m.
Taylor also reported that the Montgomery County Prothonotary Office is holding a holiday drive for child survivors of sexual abuse and other violent crimes. Donations of arts, crafts and educational toys can be dropped off at the Telford Municipal Building lobby until December 6.
Taylor additionally informed council that the Keystone Opportunity Center’s Fresh for All program, which provides fresh produce to local families on a weekly basis, has been suspended for November due to circumstances beyond the social services agency’s control. The suspension will result in a loss of 14,000 pounds of produce to 500 families, and the center is requesting the community’s help to fill the gap with donations of funds and fresh produce, said Taylor.
