Four police officers with Plumstead Township Police were honored last week for their promotions to the rank of sergeant: Jeff Moffett, Tim Dockery, Mark Snyder, and Thomas Rutecki.
All four were honored by Plumstead Police Chief David Mettin and State Rep. Shelby Labs, who presented each with a Certificate of Congratulations at the Aug. 14 Board of Supervisors meeting. The new sergeants were sworn in by Magisterial District Judge Gary Gambardella. Dockery was absent from the meeting and was sworn in on Tuesday.
Mettin said each sergeant will act as leaders, trainers and mentors, with each offering a great deal of experience and expertise that leads to a successful department.
Corporal Moffett is a graduate of Central Bucks West High School and the Temple University Police Academy. He holds an associate’s from Eastern Gateway Community College and a bachelor’s from Franklin University. He is currently working to obtain his master’s degree from Franklin University in Spring 2025.
According to the police department, Moffett began his career in law enforcement in 2012, working as a police officer with the New Britain Borough Police Department. He then joined the Plumstead Township Police Department in 2013.
He is a Field Training Officer for the department and is also a crash investigator for the Bucks County District Attorneys’ Office.
Moffett has attended the Penn State Police Supervisory In-Service Training program and Police Executive Development Training program. He is an FBI LEEDA graduate, earning the Trilogy Award for completing all LEEDA training programs. Moffett is slated to attend the Northwestern School of Police Staff and Command program in December, per Mettin.
Dockery has been an officer with the Plumstead Township Police Department since April 2003. He is a graduate of Francis Marion University in Florence, South Carolina with a major in Sociology and a minor in Psychology.
He graduated from the Temple University Police Academy in October 2002 and acts as a department Use of Force Instructor and Firearms Instructor. He is a long-time operator and Team Leader for the Central Bucks Special Response Team, being called out to assist in many high-risk incidents throughout Central Bucks County, Mettin said.
Dockery was promoted to the position of Corporal in February 2022, leading a squad of officers and is part of the department’s Command Staff.
Snyder was sworn in with the Plumstead Township Police Department in October 2003 after graduating from the Temple University Police Academy, according to Mettin. Snyder holds a Bachelor’s of Science degree from Trenton State College, majoring in Industrial Engineering with a concentration in polymer science.
He is a department Firearms Instructor, Less Lethal Projectile Instructor and certified De-escalation Instructor. Officer Snyder is an operator on the Central Bucks Special Response Team, and he too has been activated to assist with many crisis situations throughout Central Bucks County, Mettin said.
Rutecki is another long-tenured officer, serving the township since January 2005. Prior to 2005, Rutecki was an officer with the Newark, Delaware Police Department. He holds a bachelor’s from Bloomsburg University, majoring in Education and a master’s from Wilmington University with a Criminal Justice major.
He has been an integral part of the police’s Explorers program, teaching local youth about law enforcement and community service. He is also a Child Seat Technician and had served as the department’s evidence custodian for many years.
Rutecki, Mettin said, recently received a commendation by Doylestown Township and a Police Star from the police department for his efforts in saving the life of a suicidal female.
“I’m proud to celebrate this momentous occasion,” said Labs during her presentation. “I cannot thank you all enough for what you do for our community. We have the best department.”
